Photoshop can do this. Use "Save for Web" instead of the normal save
function. This will also strip out the thumbnails, so it is very
useful for getting web/email images down to a reasonable size.
Perhaps a real Photoshop wizard (definitely not me) can tell you if
this can be set up as a batch process.
