Not netscape try Mozilla

Netscape did drop its composer window but Mozilla (which is better) 
still has its:  http://www.mozilla.org
It's also an excellent browser and email client.

You can also download NVu from

http://www.nvu.com/

This is a free (!) fully featured web page / site program which can be 
used on a wide variey of platforms
