It was certainly available and perhaps even regarded as de rigueur at the highest levels of the commercial spectrum but I can personally guarantee you that there were many re-shoots due to something as simple as a speck of dust on the set for commercial photographers working at the lower levels.
Getting the film back and realizing that you left a polaroid lying on the set was cause enough for a heart attack.

Commercial photography has ALWAYS required skillful retouching. Go
through any pre PS archive and you won't see an image that wasn't fixed
in some way. Look in older magazines and brochures - major airbrush.
Same with portrait and editorial.
