If you select nothing, then PS uses the entire layer. If your layer goes right to the edges of the canvas then you won't see the shadow. So you need to increase the canvas size by at least the size of your drop shadow. You only need to increase the canvas on the sides that will show the drop shadow. Find out how to increase the canvas size and you'll be all set. If you have no idea how big a drop shadow you just created or which direction it goes then just increase canvas size by 50px both horizontal and vertical.
