Yes, I often read this on my notebook which is not capable of more than 1024.
I have set my 19-inch monitor to 1152, to give me space for an 800*600 website window plus Dreamweaver palettes.
Still, 30-40 % of web users are on 800*600 resolution, so I believe a website should be viewable at this size, even though it may look better at 1024 or more.
This, of course, is a problem for designing photo pages: images that look small on a high-res screen already have to be scrolled on a small 15-17 inch display.
