Well that's just not so.  You can photograph that building, or any other, all day long from a public place (or on their property only with their permission or until they ask you leave), but you can't use the photos for commercial purposes.  And even THAT is a sticky area.  You actually can use the photos editorially, and even sometimes for other commercial purposes.  Copyright/trademark laws as they pertain to this, especially with the "photographer's exception", get really muddy and difficult to navigate without legal assistance.  But in terms of just taking pics of Harrod's or any other building?  There's no law prohibiting that, and simply taking the photos is not an infringement of copyright.  It's the use that matters.
