Yeah, it's a very sad situation, but the peacekeepers only fire their weapons if they are fired upon. That is there rule which is making a lot of people in Haiti think they are just there on vacation and not doing much to maintain peace. Basically, they're damned if they do and damned if they don't. People complain about them when they don't use their weapons and others complain when they do. That's the way Haiti is. You can never please both sides which is why there is so much turmoil.
