Bloating a file (from a D10 for instance) just to make it big enough to print at 40-inches wide (360 dpi) seems a pretty dumb step all things considered. The only caveat I would add would be if the output devices inbuilt resizing algorithms were crap (so you preferred to trust PS). But if the original file does not contain the detail - no workflow can fill it out ... can it.
