Shyrell, You answered your own question...WalMart. Their target audience is people that want to take a few shots and get the film processed. Having worked behind a camera counter, you would be surprised at the number of people who will not get a roll of film processed unless they have used the entire roll. I used to know customers that would have ONE shot left and would not pull the roll until they used the last frame. Shooting that last frame sometimes took several weeks. And to top it off any place that sells film and processing makes their profits on processing. Thus shorter rolls means more more film preocessed sooner.
