It's a way of estimating exposure on a bright sunny day without a meter.
Set the aperture to f16
Set the shutter to 1/film speed ...
ie for ISO 100 film use 1/100 sec.
for Velvia use 1/50 sec etc.


It's something used by top posters to guarantee they underexpose the moon
