It's a dilemma: at work we are expected to top-post and NEVER snip anything: but that's a blisteringly fast private intranet.  Micro$oft don't make it easy either: all defaults are top-post.

But the "God" in the anti-top-post-league must be Willem-Jan who runs the EOS list.
He has (had?) a little addy that bounces EVERY message that includes in it's reply the admin-footer appended to messages distributed by his server.  That way everyone, top or bottom posters, have to at leat visit the bottom of the message to delete the one line.

It does not stop them all but it does deter the "I agree" brigade a little
