.......... would a semi pro photographer who is primarily a people photographer and just getting into digital be farther ahead with Photoshop 5.5 or the latest version of PS Elements?

Any photographer just breaking into digital imaging would be better off with Elements 2.
Photoshop was originally a graphics art program and it remains the graphic arts standard. Version 7 is more photo orientated than version 5.5 but version 7 is not one of the listed options.
