Hi Russel,

I would recommend you try Fred Miranda's Digital Soft Focus action for
Photoshop.  It is very reasonably priced at $8.50! and it does a nice job.

Best of all, you can look at his actions step-by step and learn a great deal
of Photoshop technique from them.
