I prefer to use double exposure for the effect. One in focus, one out of
focus. It gives a very distinct softening and better, more interesting
colors than a soft-filter. Does not work well with moving subjects
though... ;-)

A friend of mine makes her own soft-focus filter with household film
over the lens, on which she smears gel, vaseline etc.  It's cheap, you
can create various effects and you can make colored - even multicolored
- filters.
