Hi again Kostas.

The answer is that there is a desensitizing action on film sensitivity by the developer
BUT you can still fog your film in white light.  Once the developer is neutralized or
removed by the action of a stop or washing, exposure to white light will do no harm, so
fixing can be safely carried out in lit conditions.
