that rather destroys all picture library and news sites, since the
interpretation could so easily be, "have a picture of a 16 year old that is
not advertising, you're selling an image of them", a news picture of a child
starving, child pop star or even one being exuberant is certainly not
promoting anything other that the child and by that definition would not
legal if you have to pay to get to it.
