trying to run
postgresql-8.4.0-1-windows.exe
as a user without admin-privs leads to:
"PostgreSQL has detected a problem and has to be ended" (on german)

the same also happens when only trying to read the --help without admin privs.
Operating System: Windows XP.
could this be connected to a screwed up Internet Explorer Installation? Does the installer use IE to do something?
