look on GET DIAGNOSTIC statement or FOUND variable

CREATE OR REPLACE FUNCTION foo()
RETURNS boolean AS $$
BEGIN
  SELECT INTO temp_table ...
  RETURN found;
END;
$$ language plpgsql;
