That is from observation only, as i.e. Ubisoft installs there. Not clear which %XX% that is... Nontheless: I usually pick my own data directory, as there have to be special provisions made concerning backup and viralscanners. THE MORE hurting problem on Windows7 is the inability to start the postgresql service. There must have been some changes to the service framework / security "security" which prevend the startup...
