you must remove that directory (or it's contents ) first:
try one of these:
rm -rf /base/*
rm -rf /base/data/*
only after this removal retry the initdb command.
after that try the start command
.... BTW, use something like
/usr/bin/pg_ctl stop
to stop your DB....
BTW: why aren't you using your distribution's packages.... they should
work just fine :)
