Fortunately for you, PostgreSQL is extensible, even in the procedural languages area. This means that if you want to create a new PL that takes the encrypted code, decrypts it, and passes it to plpgsql, you can do it. It shouldn't be very difficult. There was some talk about doing this as a pgfoundry project, but no one stepped up to actually doing the work.
