You need to remove the directory, not the files underneath then:

initdb -E UTF8 -D /var/lib/pgsql/data

Then pg_ctl -D /var/lib/pgsql/data and try restore.

Ignore all slackware implementation for the moment. Let's get your data
up and running, then we can worry about administrativia.
