RHEL3 configure ssl

How to get ssl configured on RHEL3?  Can't seem to hook up
with openssl/ssl.h.  This is 8.3.0 and it works on RHEL4:

$ cat /etc/issue
Red Hat Enterprise Linux AS release 3 (Taroon Update 9)

$ rpm -qa | grep ssl
