Create index syntax error

create index job_approver1_idx on jobs (approver1_id)

I'm using 7.4 and pgAdmin 1.8 and I don't see why this simple command
has a syntax error:-

Query result with 0 rows will be returned.

ERROR:  syntax error at or near "index"
LINE 1: EXPLAIN create index job_approver1_idx on jobs (approver1_id)
                       ^

********** Error **********

ERROR: syntax error at or near "index"
SQL state: 42601
Character: 16
