SUBSTRING(usernumber FROM '^#+?1?(.*)' FOR '#')

I get NULL inserted but no WARNING's.

A point if the right direction would be appreciated.

Try

INSERT INTO ... VALUES(SUBSTRING(usernumber FROM E'^\\+?1?(.*)'));
