You don't have the build-dep for 8.2 in ubuntu dapper/ edgy
apt-get build-deps postgresql-8.2
First is apt-get build-dep not deps and this is what you get when trying to get the build-dep for 8.2 : E: Build-Depends dependency for postgresql-8.2 cannot be satisfied because no available versions of package debhelper can satisfy version requirements
