Like the version we are running of CVS, which doesn't support the usage of LocalKeyword=PostgreSQL=CVSHeader KeywordExpand=iPostgreSQL in CVSROOT/config which replaces the old, unsupported, broken hack of putting tag=PostgreSQL=CVSHeader in CVSROOT/options.
