It works with a double-quoted string but not with a single-quoted
string as the documentation mentions.

% cat foo.pgc
#include <stdio.h>
int main(void)
{
    ECPGdebug(1, stderr);
    EXEC SQL CONNECT TO 'tcp:postgresql://localhost/test';
    EXEC SQL DISCONNECT;
    return 0;
}

% ecpg foo.pgc
foo.pgc:5: ERROR: syntax error at or near "'tcp:postgresql://localhost/test'"
