No, DBD::Pg escapes everything with double quotes instead of a backslash, and uses its own escaping routines, not the libpq ones. Therefore, the existing version (latest is 1.49) should work just fine against recent version of Postgres. However, a new version is being actively written that will have better handling of utf-8 content in general, and as part of its development we'll be doing heavy testing to make absolutely sure that DBD::Pg is not affected by the recent discoveries.
