Perhaps not, but I haven't found the Postgres site pushing or linking to
projects like PostGIS or PL/R, which provide some very effective Postgres
based power.

If not CPAN-like, how about CRAN (joking :-)...

Postgres is the common denominator & foundation for several commercial &
OS packages, and highlighting these on the Postgres site would be useful
for Postgres users looking to extend Postgres functionality.
