       --schema-only
              Dump only the schema (data definitions), no data.

I need data too.

What are the command line options to get a user's schema, and a user's data?

You are confusing "The Schema" with "Schemas". It is a common mistake:

 -n, --schema=SCHEMA      dump the named schema only
