Have you looked at http://catalyst.perl.org/ lately?
IMHO it's "Rails done right" and it's perl, so it just /has/ to be good ;-)

Just had a look and it seems rather interesting! I had a soft spot for perl since it was my first "proper" programing language (I learnt pascal when I was 8 but never did anything more than four or five part pick a path adventures ^_^).
