I'm not familiar enough with PHBB to assess how it compares, but Drupal has a forum module and it works with PostgreSQL.

PHPBB is not that bad, and they release security fixes etc in a fairly timely manner, and it has
full support for Postgresql.

I run mine from behind a firewall and have never had problems with security. Your milage may vary on how you set it up.
