1. Dump the old db using 7.4's pg_dump.
2. Read the release notes for the in-between versions to make sure nothing will impact your behaviour. Keep a close eye for tightening-up error checking, or changing typecasting rules etc.

If I was you I'd go straight to 8.0 - it's not going to be noticably more work and brings you bang up to date.
