I had some issues with this error on a few other things on my Tiger box.
After I installed Xcode2 things worked fine.
Try installing xcode2 and let us know.
(And I compiled and run Tiger on my tiger machine here, with xcode2, gcc 4)
I just installed Xcode 2 and postgres built successfully. A 'make check' also says all 96 tests passed.
