Using pl/perl at least, you could probably do this. My guess is that pl/python (and perhaps pl/R) would offer similar functionality. At least for pl/perl, I think you would need to use the untrusted version and use a module like LWP. I haven't tried this, but I think it should be possible (and fairly easy to do). Perhaps others can add some more detail.
