This is from the Ubuntu repo and Ubuntu pins a Postgres version to each Ubuntu version in its repos. That means there will not be newer versions available.

The community repo:

https://www.postgresql.org/download/linux/ubuntu/

does not support s390, so that is not a solution.

As Tom Lane said you have the options of building from source or SRPM.
