Replying to myself for anyone searching for the issue in future:

I believe that the issue was fixed with patch described in thread <https://www.postgresql-archive.org/Logical-replication-CPU-bound-with-TRUNCATE-DROP-CREATE-many-tables-tt6155123.html#none> on pgsql-hackers.
