I did postgres 11.2 version using yum option this file only Missing and using rhel 7.5 version.

Well it should be a different message something like:
/usr/pgsql-11/share/extension/pltctl.control": No such file or directory
correct?
If the above is the case then:
1) How did you install Postgres, package or source?
2) If package, from where?
3) What does pg_config show in the CONFIGURE section?
