I did look at the Listen/Notify.
Unfortunately the listening is done on the channel versus listening
for the specific event.

I also looked at the
https://www.postgresql.org/docs/9.1/static/libpq-example.html#LIBPQ-EXAMPLE-2,
but am not sure how to create an appropriate event.
