We allow local communities do their own manual translations. However CoC is so important, I feel like we need more for Coc. Good thing with CoC is, it is expected that it would be stable (at least I hope so) and translation works when it's changed is expected to be minimal, unlike the manual translation works. One concern is, who checks for the correctness of the translations. I think committers could do the job since there are good number of non-English native speakers in the group.
