The problem the OP ran into was several errors like this:
/usr/bin/ld: /postgresql/software/9.6.2/lib/libpgport.a(path.o):
relocation R_X86_64_32 against `.rodata.str1.1' can not be used when
making a shared object; recompile with -fPIC
(apologies if you did this already, I did not read the whole thread):
Makefile: line 33
sql/Makefile: line 13
and run
USE_PGXS=1 make
at this point.
