So the EDB installer.

I very rarely do an install on Windows,

We had over 1000 installations in last 4 years, and about 5-6% had
issues, but this one is tough.... everything we have done to clear past
issues had no effect on this case.

Gotta believe it has do with an OS that is past EOL interacting with an installer that is moving on. Unfortunately I do not spend enough time in Windows to be of help.
