I see no sign of anything called Postgresql CE 8 Silver.   the '8' leads
me to suspect thats something from PostgreSQL version 8.x days, but I
dunno.

Well the CE 8 Silver cert is covered here:

It looks like CE 8 is long dead.

That said, you need to talk to the respective commercial organizations. The community does not offer certification.
