Those are Debian's default config files. As I wrote the diff between the not working /etc/postgresql/9.3/ snd the working /etc/postgresql/9.4/ is only things like 9.3 vs 9.4 in path names, the port number and the addition in 9.4 of dynamic_shared_memory_type = mmap.
