pg_upgrade_server_start.log contains the following:

command: "C:\Program Files\PostgreSQL\9.3\bin/pg_ctl" -w -l "pg_upgrade_server.log" -D "E:\PGSQLData" -o "-p 50432 -b " start >> "pg_upgrade_server_start.log" 2>&1
Access is denied.
waiting for server to start........ stopped waiting
