First of all, you have to format your USB as NTFS instead FAT or FAT32 because NTFS has some features needed by PostgreSQL according to this link:

if you don't have permissions to install software from your management, then you shouldn't be doing this at all.

if you have a business need for this, then get the network administrators to deploy a proper database server on the network, don't juryrig something up on your PC
