I'm not going to claim this is a great design, but it's at least an order of magnitude easier than your proposal: Set up the simplest web server that will run PHP. Program the Arduinos to submit POST requests to it (which is just networking you say you can already handle), by which they submit their SQL strings. Write a PHP script that passes those to PostgreSQL.
