Thanks a lot Adrian; I successfully configured PG with MinGW & OpenSSL
but I faced a new obstacle with make command:

argument
  is of type 'struct stat *'
  extern int pgwin32_safestat(const char *path, struct stat * buf);

Best guess is that you have a 32/64 bit mismatch problem. This is explained here.
