Or this?

DELETE FROM pref_users
WHERE id IN (
	SELECT id
	FROM pref_users
	WHERE id NOT IN (
		SELECT DISTINCT id
		FROM pref_money
	)
	LIMIT 10
);

Saw elsewhere another suggestion with EXCEPT, which is also sexy.
